China’s e-cigarette policy with strong regulation

In China, 2022 was a year in which e-cigarettes were strongly regulated. on March 11, 2022, the State Tobacco Monopoly Administration (STMA) announced the Measures for the Administration of Electronic Cigarettes. on April 8, 2022, the State Administration of Market Supervision and Administration (State Standardization Administration Committee) issued the National Standard for Electronic Cigarettes, with a transition period until September 30, 2022. At this point, e-cigarettes are officially treated equally as tobacco for management in China.

In terms of e-cigarette flavors, flavored e-cigarettes such as fruit were banned, and only blended flavored cartridges with tobacco flavoring were allowed to appear. Also all zero nicotine flavors were eliminated, and synthetic nicotine was banned. At the same time, warnings as a reminder of the dangers of smoking were required to be mandatorily printed on the packaging.

In terms of marketing methods, e-cigarettes, like traditional tobacco, are subject to very strict restrictions. It is forbidden to hold various forms of promoting e-cigarette exhibitions, forums and fairs, to advertise in various media such as Internet media, or to invite celebrities as their spokespersons in any form.

Finally, the regulations for the electronic cigarette industry set a high threshold of entry, only after layers of strict examination to obtain the documents of the main electronic cigarette companies, to be able to permit sales in the domestic market.
